Directive 2014/94/EU or the Alternative Fuels Infrastructure Directive (AFID) calls for appropriate infrastructural provision for the alternative fuels of electricity, hydrogen and natural gas in all EU member states.

A first step towards national implementation is the establishment of a National Strategy Framework (NSF). Aside from identifying the status quo, this comprises the definition of a quantity structure for infrastructure and the action required to achieve it. The federal government approved the German NSF in a cabinet resolution on 9/11/16. It was communicated to the EU Commission within the deadline on 18/11/16.

The NOW also supports the BMVI in establishing continual monitoring in the area of alternative fuels. This provides regular reporting on AFID implementation to the European Commission.
